Introduction
The Anti-Money Laundering and Know Your Customer Policy (hereinafter referred to as “AML/KYC Policy”) is designed to prevent and mitigate potential risks of BuhtaObmena.me being involved in any illegal activity.
Purpose of Internal Regulation
BuhtaObmena.me adheres to anti-money laundering and counter-terrorist financing (AML) practices and measures. These measures demonstrate that BuhtaObmena.me takes any attempt to use its service for illegal purposes seriously.

BuhtaObmena warns users against using the service for money laundering, terrorist financing, or any other illegal activity, as well as against using the service to purchase prohibited goods and services.
Money laundering is the concealment of the illegal source of funds by converting them into cash or investments that appear legitimate.
Requirements
To prevent illegal transactions, the Buhtaobmena service sets certain requirements for all Requests created by the User:
The sender and recipient of the Payment under the Request must be the same person. Transfers to third parties are strictly prohibited using the Service.
All contact information entered by the User in the Request, as well as other personal information provided by the User to the Service, must be current and completely accurate.
It is strictly forbidden for the User to create Requests using anonymous proxy servers, VPNs, Tor, or any other anonymous internet connections.
Risk-Score Risk Assessment Model
If the AML check reveals a risk of over 59%, the Request will be blocked;
- 0% to 25% is a low wallet/transaction risk;
- 25% to 70% is the average wallet/transaction risk level;
- 70% to 100% is the high wallet/transaction risk level.
- Transactions marked as “victim-report” (the transaction is related to an official criminal case) will also be blocked;
The AML analyzer used, on which the Risk-Score model is based, and whose results are used to make decisions on transactions, is:

In the event of a violation of the AML/KYC policy, BuhtaObmena.me reserves the right to:
- Block the request.
- Request from the client a photo of their passport, unfolded, clearly showing the photo and full name, or a video of the user’s identity document.
- A scan or photo of the passport (first, second, and registration pages in good quality);
- Confirmation of the source of funds (photos, screenshots, statements)
- A video showing the person sending the funds, holding an unfolded passport (with a clearly visible photo and full name), stating that they created an application ID (application number) at the Buhta Obmena exchange office, that the funds sent are my personal funds, and that I bear full legal responsibility for the cryptocurrency. The source of the funds must also be stated in the video;
- Return digital assets only to the original account from which the transfer was made, or switch to other account details after a full verification by the BuhtaObmena.me security service, if the legal origin of the client’s funds can be confirmed.
- Request other materials and documents from the client regarding the exchange.
- Verification review typically takes up to 7 days; in rare cases, longer may be required, depending on the degree of involvement in illegal activity.
Refund Policy for Blocked Transactions
If a transaction is blocked because it exceeds the acceptable risk level and contains evidence of illegitimate sources of funds, the refund will be processed as follows:
- If the refund is made to the original wallet address from which the transfer was initiated, the process will be completed within one (1) calendar day.
- If the refund is made to a new wallet address, the processing time will be extended to ten (10) calendar days to ensure full verification and compliance with regulatory requirements.
- The fee for returning blocked assets is up to 5% of the blocked amount, but no more than the equivalent of $100. However, for bona fide clients whose funds, after KYC/SoF verification, are not confirmed as being linked to money laundering, the exchange or refund fee is limited only to the network fee.
This policy is aimed at minimizing risks and protecting the interests of all participants.

The AML Compliance Officer is a person duly authorized by the Buhtaobmena Service whose responsibility is to ensure the effective implementation and enforcement of the AML/KYC policy.
